Hello,
I moved into a condominium and the problem is that I get electric shocks when I run the tap water either in the bathroom or especially when cooking small cuts on my fingers.

An electrician came and checked the water inlet pipe was well connected to the land and it is. He does not know where it comes and offers me to change my old electric panel fuse with a new switch and circuit breakers without being sure it solves my problem.

What do you think?

Is the electrical installation of the building is connected to the earth? Plugs which are connected to the washing machine, fridge, oven, etc.. must include an earth. Make sure the ground wire from the connectors, is connected to the electrical panel, on a strip of land. Also make sure the wire these jacks, is not connected to a pipe.

Yes catches are grounded in the bathrooms.
other hand, the electrician has used a device to "measure" the ground.
