I do not understand why my scotch (pale yellow) paint will not stick to the ceiling (which prop painted a week ago to painting with water), because for paint my living room walls, I wanted to protect my ceiling all beautiful.

The tape does not stick, because the media is too porous. The cast is filled with air, the tape can not find enough grip.
